The Business Administrator (BA) is appointed by the Mayor with the consent of City Council. He/she is chosen on the basis of executive and administrative qualifications, with special reference to actual experience or knowledge of accepted practice in respect to the duties of the office. The Business Administrator is responsible for the daily supervision of all departments and department directors. The BA assists the Mayor in the preparation of the city budget and otherwise as the Mayor may require.
The following include duties and responsibilities of the BA.
- Create, promulgate and enforce rules regarding the efficient operation of the city government
- Coordinate the activities of the various departments to achieve maximum efficiency of the city government
- Maintain a continuing review analysis of budget operations, work programs and cost of municipal services and general financial situation of the city government
- Serve as head of the Department of Administration
- Administer a centralized purchasing system
- Develop and administer a sound payroll and personnel system
- Insure there is an effective equal employment opportunity program
- Develop and administer a sound management information system and telecommunication operations
- Establish and maintain a fleet maintenance division which will include all city rolling stock
- Oversee and administer any and all municipal insurance programs, including any health, medical or dental programs operated by the city itself or contracted for with any insurance company
- Secure appropriate public liability insurance in amounts which shall preserve and maintain the financial integrity of the City of Camden and protect the city from suits, claims and judgments arising out of any legal cause of action for damage to personal property, real property or other claim or any choice in action
- Oversee and administer the workers' compensation insurance program of the City of Camden, whether the City of Camden is self-insured or said benefits are contracted with an insurance carrier.
