No outdoor public pay telephones shall be placed on any city property, sidewalk or alley or other public right-of-way unless the owner of said device shall first obtain a license for said device, which is issued pursuant to (391-5/ Issuance of license).

Information Required with the Public Pay Telephone License Application:
- Three passport size [2x2] photographs of the applicant.
- Copy of valid driver's license, or other proof of identification.
- Copy of applicant's social security card.
- Attach a list of locations
