How do I apply to become a member of the UEZ Program?
To become a UEZ member you can visit the “How To Become a UEZ Member” section found on the landing page of the façade program for step-by-step instructions. You may also visit the Nj Department of Community Affairs website: Urban Enterprise Zone (UEZ) | Certify (nj.gov).
How do I determine if my business is located within a UEZ zone?
You can check to see if your business falls in a UEZ zone by going to the “UEZ Zone Business Eligibility Locator” and typing in the address of your business in the search bar.
Are there any design guidelines or restrictions for facade improvements?
Yes, there are city design guidelines that must be followed. You can review the full guide by reviewing the PDF here: City Design Standard.
How do I apply for the facade program?
The application is available in both paper and online form.
Paper Applications: can be obtained by visiting SJCS office on 20 Church St. Camden, NJ 08105 or by printing the application online from our website by visiting Facade Program Forms – The City of Camden. Applicants must return the completed application in a sealed envelope to SJCS office.
Online Applications: can be completed in the “Apply Now” section of the landing page. Applicants can complete parts A-C and save the filled-out forms onto their computers. Applicants can then go to “Upload Completed Forms Here” located at the bottom of the application page and upload the completed parts A-C with their proofs. This is a secure portal.
What documents or information do I need to submit with my application?
There are several proofs and documents required with your application. They are as follows:

How are applications evaluated and selected for participation?
Applicants are being evaluated by a scoring system. The highest score applications will be selected based on the scoring rubric. You can review the scoring rubric here: Rubric-System-ENG.pdf (camden.nj.us).
What is the UEZ Camden Strong Façade Program?
The UEZ Camden Strong Façade Program is an effort to improve the economic growth in areas throughout the City of Camden through façade improvements to businesses registered with the UEZ.
Which businesses are eligible to participate in the facade program?
Any business in the City of Camden is eligible to participate as long as they fall in the UEZ zone and are a UEZ member themselves.
What types of facade improvements are typically covered by the program?
The façade program will cover the following types of improvements: windows, entranceways/ADA, building caps/cornices, awnings/overhangs, security, signs, storefronts/walls, and lighting. There will be some case-to-case- basis based on requested scopes of work provided by the property owner.
What financial assistance or incentives are available through the facade program?
This program offers assistance of up to $50,000.00 for exterior improvements to a commercial building within the boundaries of the City UEZ zone.
Is there a limit to the amount of financial assistance I can receive?
Yes, this is a matching fund program with a minimum of $5,000.00 up to a maximum of $25,000.00 to be provided by the participant. The city program will then match the amount the participant provided.
Can I use outside sources of funds with the UEZ façade program?
Yes, you can use outside sources of funds such as another grant to assist with the financial requirements of this program. THERE ARE NO LIMITS ON FORMS OF OUTSIDE FUNDS.
Is there an application deadline for the facade program?
Yes, June 23rd, 2023, 4:00 pm is the deadline for both paper and online applications. If there is an extension, an announcement will be made to all applicants via email and through the façade program page. Applications will not be accepted past the deadline.
How long does the application review process typically take?
The review process will take roughly 2 weeks after the application period has ended.
How will I be notified of the status of my application?
You will receive an email notifying you if your application has been accepted or denied with an explanation of why.
What happens after my application is approved?
After the application has been approved, a meeting will be held with the business/property owner along with the construction manager to start planning the requested scope of work in the application.
Can I appeal a decision if my application is denied?
There is no appeal process. Decisions are made with the City of Camden and are final.
Are there any obligations or requirements for participants in the facade program?
Yes, once an applicant receives funding from the City of Camden, a 5-year lien will be placed on the property. The lien will be forgiven at the end of the 5-year period. However, if the property is sold before then, the property owner is responsible to pay the funding provided through the program.
Can I hire my own contractors for the facade improvements?
No, approved applicants will have to use one of the pre-approved city contractors who meets SJCS insurance requirements. The contractors will be made available to approved applicants.
How do I obtain my Tax Clearance Certificate for my business?
You may obtain your Tax Certificate online by logging into your PBS account and log into “My New Jersey” and click “Tax & Revenue Center”. You may refer to a detail prompt by clicking: PowerPoint Presentation (njeda.gov).
